You need to install the Microsoft Visual Studio Team Foundation Server [Version] MSSCCI Provider.  Here's a link to a 32 bit version for 2012.  It translates the MSSCCI calls that PowerBuilder makes into calls that Team Foundation Server understands.

Disregard the "Visual Studio" in the title.  As the page indicates, the provider is for a number of third-party utilities as well, including PowerBuilder.
