Just a note on top of Jacob's reply ...
The MSSCC API statement refers to the original API published by Microsoft way back around in the days of VB6 (circa Mid-1998). This API was discontinued by MS around 2005 and was "the connectivity" to its VisualSource Safe product which was EOL'ed around 2007.
So for PB to refer to that old standard in its documentation covers many SCM products that still today adhere to the MSSCC API standard - of which Team Foundation does not. So the real question becomes - does the old MSSCC provider (bridge) software work with TFS2013 from PB 12.5.x?
Ultimately (IMHO) the PB IDE should have been updated to use TFS's newer SCC API's. However, Sybase never addressed that short-coming.
